Housing Assistance Payments (HAP)
Housing Assistance Payments are submitted to the landlords by the 5th of the month. Landlords may access information regarding their monthly payments by using HMS PAL www.hmsforweb.com/pal/login.php
Tenants are responsible for paying their portion directly to the landlord.
Housing Quality Standards (HQS)
All units are inspected by HRA staff before the tenant moves in and then as required by HUD thereafter. The units must meet HQS. Please click this link for a copy of the A good place to live HQS Inspection Booklet.
