This program is an income based rental assistance program administered by the Red Wing HRA. Eligible participants receive a voucher to find a private rental unit within the City of Red Wing, and pay 30% – 40% of their adjusted gross income towards rent. The remaining portion is paid by the HRA directly to the landlord.

Administrative Plan for HCV
This administrative plan is set forth to define the PHA’S local policies for operation of the Housing Choice Voucher program in accordance with federal laws and regulations. The PHA is responsible for complying will all changes in HUD regulations pertaining to the HCV program.
